The Federal Home Loan Bank (FHLB) System is a government-sponsored enterprise that provides low-cost loans to home mortgage lenders. The system was created in 1932, when the nation's housing finance system looked very different than it does today. This study examines a variety of policy options for changing the role of the Federal Home Loan Banks to reflect today's housing finance markets.
