Division M of H.R. 133 would provide supplemental appropriations for federal agencies to respond to the novel coronavirus pandemic and provide assistance to nonfederal entities. Those amounts would be designated as emergency spending, in keeping with section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985.
