The centerpiece of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (Medicare Modernization Act) was the creation of Medicare Part D, a subsidized pharmaceutical benefit that went into effect in 2006. That additional coverage constituted the most substantial expansion of the Medicare program since its inception in 1965. In 2010, the federal government spent $62 billion on Part D, representing 12 percent of total federal spending for Medicare that year.

This CBO publication examines participation rates in and contributions to various tax-favored retirement plans in 2006, with some earlier data presented for comparison.

Just over half (52 percent) of all workers who filed tax returns in 2006 participated in some form of tax-favored retirement plan, CBO reports—in a study released today. The highest rates of participation were among workers between the ages of 45 and 59; those whose income was $40,000 or more; and those who were the primary (that is, the higher) earner in a two-earner household. The lowest rates were among workers under the age of 30; those whose income was under $20,000; and those who were unmarried.

The SSI Extension for Elderly and Disabled Refugees Act would extend refugees' and certain other aliens' eligibility for Supplemental Security Income (SSI) from seven years to nine years (and while a naturalization application is pending) during fiscal year 2012. The bill also would levy a $30 fee on any petition for a Diversity Visa that is filed before October 1, 2013.
