H.R. 938 would authorize the appropriation of $3 million for fiscal year 2014 for the Department of Homeland Security to establish several cooperative research programs with Israel. Those programs would be aimed at enhancing Israel’s ability to detect explosives, provide emergency services, and maintain border, maritime, and aviation security.
