H. Con. Res. 92 would authorize the Grand Lodge of the Fraternal Order of Police and its auxiliary to use the Capitol grounds on May 14 and May 15, 2014, for the two events (with preparation beginning on May 12), or on such a date as the Speaker of the House of Representatives and the Senate Committee on Rules and Administration may jointly designate. Because the sponsors would assume responsibility for all expenses and liabilities associated with the events, CBO estimates that passage of H. Con. Res. 92 would result in no significant cost to the federal government. Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
