The Navy released a new shipbuilding plan in December 2020, which calls for a much larger fleet of manned ships as well as hundreds of new unmanned systems. CBO examines the implications for the size and composition of the fleet. Potential costs of the plan are considered in light of the history of the Navy’s shipbuilding budget. CBO also examines the challenges to achieving the Navy’s goals.
